Silent Weapons Committee

Established in the year 71B1 of the corporate calendar, the Global Silent Weapons Committee is an autonomous organization that answers to the Assembly of United Corporations (voughtvindicator.deviantart.co… ) board of directors. It is considered a sister organization to the Nuclear Weapons Committee, that also answers to the AUC.

Its mission is to track the development, recovery, deployment and inactivation of noetic ("Silent") weaponry; defined intheir mission statement as "Any complex biosemiotical unit of information carrying cultural ideas, symbols or practices that can be massively transmitted from one mind to another through writing, speech, gestures, rituals, or other imitable phenomena with the express and primary purpose of generating widespread, long-lasting or severe damage on a targetted population and/or corporation through Pygmalian attraction and comparable effects."

The inmateriality, timelessness and fluctuating nature of noetic weapons makes the SWC's task difficult. Further complicating their function is the difficulty in detecting them as noetic weapons, once properly inserted into a culture's memetic canon, are extremely difficult to discern from their practices. Covert noetic weapons have been found masquerading as etiquette practices, fashion trends, psychological profiles, artistic movements, class culture, mathematical theories and religious sects. Once found they are equally difficult to eliminate, an operation which usually causes extreme disruption to the population. Because of this, an emphasis is placed on prevention rather than countering of Silent Weapon usage, and SWC inspectors are periodically sent out to mass media outlets, universities, churches and other institutions.

Because of their reduced financial, logistical and military footprint; as well as the inability to reliably defend against them, Noetic Weapons have supplanted a large part of the world's nuclear weapons. The structure of a simple noetic weapon consists of a subliminally encrypted effector (the "warhead") inserted into a memetic cultural structure (the "bus") through which it spreads through the population. Once an effector becomes viral, it will begin exhibiting physical effects through the Law of Attraction.

In addition to the powerful Silent Weapons, the SWC is tasked with investigating the use of non-strategic noetic phenomena, such as Hrönir object replication, JOTT events, alleged single-person silent weapons and Witches.
